Thanks to the CPRG process, the NEFL MSA prioritized identifying which census tracks were overburdened and underinvested in over the years. A total of 91 census tracks involving 426,578 people (25% of the NEFL MSA population) were identified including:
For the purposes of the CPRG, overburdened communities are defined as any community that is identified as disadvantaged by the Council of Environmental Quality’s Climate and Economic Justice Screening Tool (CEJST) and/or EPA’s Environmental Justice EJScreen tool. The CEJST is a geospatial mapping tool that uses an interactive map and datasets. These communities are marginalized by society, underserved by infrastructure and other basic services, and overburdened by pollution. CEJST is based on the third smallest census track (1,200-8,000 people) and uses indicators of burden in eight categories: climate change, energy, health, housing, legacy pollution, transportation, water and wastewater, and workforce development.
